Mobility support for the elderly

You can apply for mobility support if age-related decline in functional capacity makes it difficult for you to use public transport.

Mobility support (previously referred to as transport support) is a service under the Social Welfare Act designed to help older people live independently.

Your need for mobility support and eligibility for the service will be assessed individually.

You may be eligible for mobility support if, for example:
- your functional capacity is impaired and you have difficulty using public transport on your own or even with an accompanying person
- you have a memory disorder that makes it harder to use public transport
- your income or assets are below the service's financial limits

If you are granted mobility support in the form of a transport service, you can make six one-way trips per month for errands and recreational purposes.

You can travel within Helsinki, between Helsinki and neighbouring municipalities, and within those municipalities (Espoo, Kauniainen, Vantaa and Sipoo). You will be provided with a payment card, which you must take with you when using the transport service. Trips are ordered through the Helsingin Matkapalvelu dispatch centre. You will receive a monthly invoice for your share of the costs.

If needed, the driver can help you from your front door to the vehicle and from the vehicle to your destination. If this type of assistance is required, it will be included in your mobility support decision.

Please note that mobility support is only available for errands and recreational trips. For health-related travel, such as visits to a doctor, laboratory or rehabilitation service, you can apply for reimbursement from Kela.

Am I eligible for mobility support?

Your eligibility depends on your income and assets. You may be granted mobility support if your financial situation falls within the limits set for the service.

Income limits  

  • EUR 1,689/month for a one-person household  
  • EUR 3,117/month for a two-person household

Asset limits  

  • Account savings of up to EUR 5,000 in a one-person household
  • Account savings of up to EUR 7,000 in a two-person household
  • Other assets up to EUR 25,000 per household

The applicant’s permanent residence is not included in the assets.

How do I apply for mobility support?

  1. Fill in and print the mobility support application form

    Download, complete and print the application form for mobility support.

    If you don’t have access to a printer at home, you can print the form and its attachments at your nearest service centre or library.

  2. Fill in and print the income and asset statement

    You must also complete and print a statement of your income and assets.

  3. Obtain a medical certificate from your health station

    Ask your local health station to provide a medical certificate to include with your application.

  4. Send your application and attachments by post

    Post the completed application, income and asset statement, and medical certificate to the Social Work for People with Disabilities service point in your area.
