Are you worried about a loved one or someone you have encountered? You can make a notification of concern if you are worried about their well-being, health, or safety. Social services will assess the situation and determine what support may be needed. Please fill out the notification carefully so we can offer the right help.

What is a notification of concern?

A notification of concern can be made if you are worried about someone’s well-being, health, or safety. You might consider making a notification if a person is:

  • facing financial difficulties
  • struggling with substance use
  • having trouble living independently
  • experiencing concerns about domestic violence 

You can also submit a notification if you suspect that someone has become a victim of human trafficking.

Social services will assess the person’s situation and determine what support or services they may need.

How do I make a notification of concern?

You can submit a notification anonymously or using your own name. If you use your name, the person concerned has the right to know who made the notification. The content of the notification may also be shared with the person it concerns, even if submitted anonymously. For individuals aged 18 or over, receiving services is voluntary.

Notifications can be submitted electronically through the Maisa service. Please provide as much accurate information as possible about the person (name, address, date of birth, phone number) to make it easier for social services to contact them.

To make a notification:

  1. Go to the Maisa login page and click "Make a social welfare notification."
  2. If the person lives in Helsinki, select Helsinki as the municipality.
  3. Complete the form.
  4. Click "Send."

What happens after making a notification of concern?  

After you submit a notification of concern, social services will assess the person’s situation and offer support based on the assessment. Due to confidentiality, the person who made the notification will not receive updates on the case.
