Notification of concern

Do you have concerns about a loved one or someone else you have encountered? You can make a notification of concern if you are worried about this person's well-being, health, or safety. Social services will assess the situation and provide assistance. Please fill out the notification of concern carefully so that we can offer help.

What should I do if I am concerned about a loved one?

If you are concerned about a loved one, first talk with them. You also have the option to contact support services together.

What is a notification of concern?

You can make a notification of concern if you are worried about someone's well-being, health, or safety. A notification of concern can also be made if you suspect someone has become a victim of human trafficking. 

A notification of concern can be made, for example, if a person is experiencing financial difficulties, substance abuse problems, or is struggling to live independently. A notification of concern can also be made if there are worries about domestic violence. Social services will investigate the situation and provide the person with help and services to support them in managing their situation.

How do I make a notification of concern?

You can make a notification of concern electronically through the Maisa service. The notification should include as accurate personal details as possible about the person of concern (name, address, date of birth, phone number) to make it easier to contact them. 

A notification of concern can be made anonymously or using your own name. If you make the notification using your own name, the person the notification concerns has the right to know the notifier’s identity. The notification of concern can be found on the Maisa login page.

  1. Click the link "Make a social welfare notification."
  2. If you are making a notification of concern about a person from Helsinki, select
    Helsinki as the municipality.
  3. Fill out the form that appears.
  4. Press "Send."

If you are concerned about a minor child or young person, please contact child
protection services.

If you are concerned about an elderly person, you can contact the senior info service.

If you know that the person you are concerned about lives or stays in another municipality, please contact the social authorities of that welfare area.

What happens after making a notification of concern?  

After a notification of concern is made, social services will investigate the person's situation and, based on the assessment, offer them assistance. Please note that the person who made the notification will not be given information about the progress of the case due to confidentiality obligations related to private individuals.
