The C21 network of major cities

Finland’s largest cities form a permanent network that bolsters the debate on urban policy and shared representation of the cities’ interests.

To develop the urban policy agenda and define common goals for large cities, various urban policy forums, urban research and advocacy are needed. To this end, the country’s major cities (C21) have decided to form a permanent assembly and to hold regular meetings at the mayoral level twice a year.
