Equality and non-discrimination plans 2026–2029

Our measures to promote non-discrimination and gender equality have been compiled into two city-level plans. One of them focuses on the city’s residents, and the other on personnel.

Equality and non-discrimination plan for services 2026–2029

The purpose of the plan is to promote equality and non-discrimination in our services and operations. The plan contains four priority areas and 10 measures for the entire City. Additionally, the City Executive Office, divisions and enterprises set their own complementary measures. The plan strengthens the realisation of the rights of Helsinki residents with diverse backgrounds and characteristics in everyday life.

Equality and non-discrimination plan for the personnel of the City of Helsinki 2026–2029

The city-level measures to promote equality and non-discrimination among our personnel have been compiled into a separate plan. The plan deals with matters related to recruitment, salary and careers, for example. The plan includes six priority areas, including the development of diverse recruitment and the promotion of equal pay and careers.
