In Helsinki, properties must generally be connected to the water utility's water, sewer and stormwater networks.
You can apply for an exemption from connecting to the water, sewer or stormwater network if your property meets the conditions specified in the Water Services Act.

Exemption from connecting to the water main and sewer network
A property in the operating areas of the Helsinki Region Environmental Services HSY, water company Sipoon Vesi and water cooperatives must be connected to the water utility's water main and wastewater sewer. The obligation to connect does not apply to undeveloped properties. A property outside a population centre need not always be connected to the water main or sewer.
You can apply for an exemption from connecting to the water main and sewer network if all the conditions in Section 11 of the Water Services Act are met.

Exemption from connecting to the stormwater sewer
A property in HSY's stormwater sewerage area must be connected to a stormwater sewer. The obligation to connect does not apply to undeveloped properties.
You can apply for an exemption from connecting to a stormwater sewer if all the conditions in Section 17(c) of the Water Services Act are met. You can only apply for the exemption when the area has been confirmed as the water utility's stormwater sewerage area.
