The contractor undertaking the construction project

  • is responsible for drawing up a moisture control report for the construction site
  • sets requirements for moisture control at different stages of the project and defines a target level of moisture control quality
  • designates a qualified person responsible for the supervision of moisture control, i.e. a moisture control coordinator, well in advance of the start of the planning.

The moisture control coordinator oversees and steers the implementation of moisture control of the construction project throughout the construction process, from planning to completion.

The site supervisor is responsible for the preparation of the worksite moisture control plan based on the moisture control report for the construction project.

Those responsible for site moisture control are responsible for verifying and documenting the implementation of the site moisture control plan measures at different stages of the project. 

Construction site moisture control plan

A site-specific moisture control plan must be drawn up for each construction site.

The moisture control plan must include, e.g.

  • the person(s) responsible for moisture control on the construction site
  • moisture risk mapping, risk management principles and verification of risk management measures
  • measures to manage construction site conditions (weather, seasons, post-construction moisture) and worksite water, including management plans for weather protection, rainwater, melting snow and worksite water on the construction site
  • protection during transport and storage of construction materials
  • estimates of drying times for structures and measures to achieve drying times, a drying monitoring and verification plan (moisture measurement plan) and authorisation procedures for coating and covering
  • a description of the organisation, monitoring and control of moisture control measures
  • proactive measures to avoid abnormal situations and the follow-up of possible abnormal situations
  • measures during the commissioning and completion phases.

The moisture control plan must be approved by the contractor and the project's moisture control coordinator. The moisture control plan must be submitted to Building Control Services for approval before the start of construction work and the commencement meeting.
