Changes to client fees from the beginning of 2026: income limits, disposable funds and payment caps to be raised
Income-based client fees will change from 1 January 2026 onwards, when the associated minimum amount of disposable funds and income limits will be increased. In addition to this, the payment cap (also known as maximum payment limit) will be raised. 

Health service fees

Health service fees are fixed-sum fees, with the exception of long-term institutional care in health care. Client fees are charged for, among other things, oral health care, medical certificates, and outpatient clinic visits.

Fees for different services

Appointment at a health station: EUR 0

  • Your appointment with a doctor, nurse or other health care professional at a health station is free of charge.

Fee for a missed appointment or an appointment cancelled at short notice: EUR 56.70

  • We charge the fee for a missed appointment or an appointment not cancelled in time from clients over the age of 18.

Medical certificate fee: EUR 56.70

  • We do not charge for a doctor’s statement or certificate issued for the purpose of receiving treatment or rehabilitation.

Vaccination: EUR 0

  • Vaccinations included in the national vaccination programme are free of charge.

Treatment of infectious diseases: EUR 0

  • The treatment and medicines for generally hazardous communicable diseases are free of charge. Medicines for notifiable and monitored communicable diseases are also free of charge.

Doctor’s home visit for clients in temporary at-home hospital care: EUR 25.80

Doctor’s home visit in temporary home care and home nursing: EUR 0

Cytology tests (Pap test) and mammography: EUR 0

  • These examinations are free of charge.

The total amount of your oral health care invoice consists of the appointment fee and procedure fees. For example, if you have a dentist’s appointment (EUR 17.90) during which the dentist performs a basic oral examination (EUR 25.80), the total fee will be EUR 17.90 + EUR 25.80 = EUR 43.70.

Oral health care fees

Daily care fee for short-term institutional care: EUR 66.90

  • The fee is charged for the admission day, hospital stay days and discharge day.
  • The fee is not charged for the discharge day if care continues in another facility on the same day. If you are discharged on the admission day, the daily care fee will be charged.

Daily care fee after exceeding the payment cap: EUR 25.10

Daily care fee for short-term psychiatric institutional care: EUR 30.70

  • We do not charge a fee for the period of observation under the Mental Health Act, unless the person is placed in involuntary treatment based on the observation.

Psychiatric outpatient visit: EUR 0

Fee for a missed appointment: EUR 56.70

  • We charge the fee for a missed appointment or an appointment not cancelled in time from clients over the age of 18.

Medical certificate fee: EUR 56.70

  • We do not charge fees for a doctor’s statement or certificate issued for receiving treatment or rehabilitation.

Day and night care fee: EUR 30.70

  • Charged if the patient is in care only at night or during the day.

Long-term institutional health care: The fee is income-related and determined based on the ability to pay. 

Outpatient clinic fee: EUR 66.70

  • Not charged at a psychiatric outpatient clinic.
  • Not charged for patients admitted on the same day, war veterans, war invalids, or clients under the age of 18.

Fees for clients under 18

If a client under 18 has accumulated more than seven days of care during a calendar year, no daily care fee, day or night care fee, or rehabilitation care fee is charged. A statement of care days must be provided.

School and student health care services are free of charge. Students aged 18 and over whose municipality of residence is elsewhere pay the outpatient clinic fee for each doctor’s appointment.

We charge a fee of EUR 56.70 from clients aged 18 and over for a missed appointment.

Medical rehabilitation therapy, appointment (physiotherapy, hydrotherapy, lymph therapy, speech therapy and neuropsychological rehabilitation): EUR 18.60

  • Charged only to clients over 18.

Medical rehabilitation therapy, home visit (physiotherapy, hydrotherapy, lymph therapy, speech therapy and neuropsychological rehabilitation): EUR 16.40

  • Charged only to clients over 18. Occupational therapy is free.

Series treatment fee: EUR 18.60 per session

  • This fee is charged for up to 45 treatment sessions per calendar year. We do not charge a fee to clients under 18 years of age, nor for series treatment provided in mental health services, nor for desensitisation, nor for speech and voice disorder treatment, nor for radiation and cytostatic therapy provided as series treatment at a health station.

Direct-access physiotherapy at health stations (physiotherapy, occupational therapy, speech therapy): EUR 0

Podiatry, foot care, nutrition therapy: EUR 18.60 per appointment

  • The fee is charged from clients over 18.

Remote physiotherapy appointment: EUR 14.90 per visit (appointment) or EUR 13.10 per visit (home visit)

  • The price of a remote physiotherapy appointment is 80% of the price of an in-person appointment.

Rehabilitation care and assistive devices: EUR 23.00 per day

  • The fee is charged for an institutional rehabilitation period for a disabled client based on a separate decision.
  • Assistive devices related to treatment, their fitting, necessary replacement and maintenance are free of charge. Assistive devices are subject to a fee if the need results from an injury or occupational disease compensated under the Workers’ Compensation Act, the Military Injuries Act, the Motor Liability Insurance Act or the Patient Injuries Act.

Fee for a missed appointment: EUR 56.70

  • We charge the fee for a missed and unused appointment slot from clients over 18 years of age.

Short-term institutional care

Short-term institutional care in substance abuse services costs EUR 66.90 per day. You may apply for a reduction or waiver of the client fee on financial grounds. Apply for a reduction or waiver of the substance abuse rehabilitation client fee through your designated caseworker in substance abuse services.

Short-term psychiatric institutional care costs EUR 30.70 per day.

Temporary housing

Temporary housing at the Hietaniemenkatu Service Centre, the Castréninkatu Housing Unit and the Topparikuja Housing Unit of Vailla vakinaista asuntoa ry costs EUR 14.60 per day.

Emergency accommodation

Emergency accommodation is free of charge for the client.

HUS is responsible for the fees charged for laboratory and imaging examinations in Helsinki.
