Parking control in a private area

On this page, you can find information on how the City of Helsinki’s Parking Control can monitor parking in private areas, such as the premises of housing companies.

Private property owners may request the City’s Parking Control to monitor parking on their premises.

In order for us to monitor parking on the premises:

  • the site must have traffic signs regarding parking in accordance with the Road Traffic Act
  • the City’s Parking Control must be granted the authority to carry out enforcement.

The property must have a permit issued by the City to install road signs.

A property representative may request assistance in removing a vehicle from their premises, even if there are no road signs on the property. Read more about vehicle removal requests.

If you would like the City to control parking on your premises, please follow these steps:

  1. Submit an application to the City for the installation of road signs

    See instructions on how to apply further down this page.

  2. Install the road signs in accordance with the plan once the application has been approved

    In order for Parking Control to monitor the property, the road signs must comply fully with the approved plan.

  3. Send the City a power of attorney to control the property

    Submit your power of attorney by using the online form(Link leads to external service). You must verify your identity in order to submit a power of attorney.

How to apply for permission to install road signs on your property 

  • Draw up a free-form application for the installation of road signs. In your application, explain why road signs are required on the premises.
  • Attach a plan for the road signs in accordance with the instructions below.
  • Submit your application and road sign plan to the City of Helsinki Register Office and address it to Traffic and Street Planning of the Urban Environment Division.
  • You will be notified of the decision regarding your application at the email address you provided in your application. There is no charge for processing the application.

In the plan, display the existing, new and removed road signs, as well as their locations:

  • The plot must be marked as a no-parking zone using a no-parking sign.
  • Permitted parking spaces must be marked with a parking sign.
  • Additional panels may be tailored to the property’s requirements.
  • The text on additional panels must be in Finnish and Swedish. 

Draw up a plan on a base map template or a more detailed layout plan of the premises. The plan must be sufficiently detailed to allow the coordinates to be determined on the basis of it. If necessary, you can seek assistance from consultancy firms specialising in traffic planning.

The street to which the plot is adjacent is part of a no-parking zone: A sign at the entrance to the premises reminds visitors that the plot is covered by a no-parking zone. Permitted parking spaces on the premises shall be marked with parking signs in accordance with the Road Traffic Act and any necessary additional panels .
The street to which the plot is adjacent is not part of a no-parking zone: The plot is marked as a no-parking zone using a no-parking zone sign. Permitted parking spaces on the premises shall be marked with parking signs in accordance with the Road Traffic Act and any necessary additional panels.
