
ChemClimCircle2 is a three-year (03/2025–02/2028), EU-funded project focused on promoting sustainable procurement.
The international project consortium includes a total of 22 partners and 23 associated organizations from eight different Baltic Sea countries. The total budget of the project is 4.29 million €.
The goal of the project is to make Green Public Procurement (GPP) a more powerful and applied policy instrument to mitigate climate change, support circular economy, and avoid harmful substances than it is today. This is done by putting the ChemClimCircle (CCC) concept into practice and piloting ca 50 use-cases around the Baltic Sea region. Project is also developing a concept for monitoring & evaluating the success or failure of the CCC criteria throughout the procurement processes and elaborating an easy-to-use concept for assessing environmental impacts or benefits. These will contribute to a so-called “ChemClimCircle Navigator”, a web platform, that guides the procurers and end-users step-by-step through the use of CCC criteria.
The city of Helsinki is Finland's biggest public buyer with yearly procurements at 5 bn. €. Helsinki has ambitious climate and circular economy targets, with a strong intention to be carbon neutral by 2030. Reducing hazardous substances is a newer sustainability perspective, which requires a new kind of competence in the city.
Helsinki has a long history of considering environmental issues in procurement. However, the city has acknowledged that more systematic operating methods and monitoring practices need to be set up. In the ChemClimCircle 2 project we have the opportunity to develop these aspects by piloting CCC-procurements in textile, ICT-equipment, plastic-containing consumables and cleaning product procurements.
Helsinki will actively participate in making the ChemClimCircle procurement concept into an operational solution by developing and piloting the concept. Helsinki will also pilot the monitoring and evaluation of green public procurements during the project.
