Services that promote employment and integration
Helsinki Employment Services helps jobseekers find work, education and other solutions that suit their individual situation. We support employers in finding skilled employees, recruitment and organisational change situations.
We also provide services that support the integration of working-age residents. We work closely with City divisions, educational institutions, authorities and other partners to ensure that our services meet customers' needs as effectively as possible.

We work closely with the cities of the Helsinki Metropolitan Area, educational institutions, authorities and other partners. This cooperation helps us develop effective services for jobseekers, employers and people integrating into Finnish society.
Organisation and management
Helsinki Employment Services is an enterprise operating under the City of Helsinki Central Administration. The enterprise is governed by the Employment Services Board, and its operations are led by the Chief Executive Officer.
The Chief Executive Officer of Helsinki Employment Services is Annukka Sorjonen.

Employment Services units
Helsinki Employment Services employs specialists, vocational psychologists and other professionals. Our services include employment services, support for job seeking, skills development services, services for employers and services that promote integration.
Employment Services consists of five units responsible for services for different customer groups and for developing operations.
Preliminary Services promotes employment and helps prevent unemployment. The unit builds cooperation with educational institutions, service providers and organisations.
The unit is responsible for services provided through International House Helsinki (IHH), Ohjaamo Helsinki and services for working-age residents who are integrating and are outside the labour market.

Matching Services supports jobseekers who are close to entering or returning to the labour market. The unit provides guidance, employment services and referrals to education, coaching and other support services.
Unit Director: Tuomas Järvinen
Level Up Services supports jobseekers who need more extensive services or multi-professional support to move towards employment. The aim is to strengthen customers’ work ability and functional capacity and support their path towards the open labour market.

Services for Employers helps employers in the Helsinki Metropolitan Area find skilled employees. Services include recruitment support, employment services and tasks related to financial support available to employers.
The unit works closely with companies, other employers, staffing industry organisations and the cities of the Helsinki Metropolitan Area.

Support for Success is responsible for the administration and development of Helsinki Employment Services. The unit manages human resources, finance, information management, general administration, communications and operational guidance.
Employment Services projects
Projects play an important role in the development of Helsinki Employment Services. Through projects, we develop new services and operating models and strengthen cooperation with employers, educational institutions and other partners.
Projects help us improve services, test new approaches and build cooperation that benefits the whole of Helsinki.

We assist media representatives and journalists with enquiries related to employment, job seeking, employer services and integration as part of the City of Helsinki.
