Support for learning and special needs education

The new law will change the support for learning as of 1 August 2025.

All students have the right to support for their learning

Learning support and special needs education are a natural part of the everyday life of an educational institution: the whole institution provides support. In general upper secondary education in Helsinki, the emphasis is on making education as accessible as possible for all students. Students are supported and encouraged, their strengths are taken into account and they are treated with respect.

Learning support is intended for students who have difficulties with their studies

 Support is given to students as soon as possible when the need for support arises. The main focus is on low-threshold learning support, provided by the subject teacher during lessons and in remedial teaching in a group.  The subject teacher can provide support during lessons by means such as clear lesson structures, illustration and language-aware teaching. As part of learning support, the special education teacher may be involved in planning special arrangements for the teaching period or identifying support needs, for example.

If a student has a learning difficulty or an illness or disability that hinders studying and the means of learning support are not sufficient, the student can apply for a special needs education decision. A written administrative decision on special needs education is made by the principal of the general upper secondary school. After the decision, the special education teacher will provide more individualised special needs education. This can involve teaching appropriate study strategies or support with scheduling and executive function, for instance. Learning support continues in special needs education. If a student or a parent or guardian is considering applying for special needs education, it is important to contact the special education teacher before applying.

The support measures are planned with the student and their adequacy is assessed as necessary by the subject teachers, special education teacher, homeroom teacher, guidance counsellor and student welfare workers. A party providing care outside the school, among others, can also be involved in the planning. Cooperation with the parents and guardians is always key.
