The duties of the expert in the inclusion of Helsinki residents with disabilities include:

- Serving as a liaison and expert between different divisions within the city.
- Providing expertise and education on disability issues.
- Acting as the secretary of the Council on Disability and facilitating effective communication between the city's various operators and disability organisations.
