The key issues to be resolved in the Östersundom local master plan are the rail link, the land use supporting it and the strengthening of the green network. The area is to be a carbon-neutral part of the city, connected to the rest of Helsinki by rail. The development of the area aims for overall sustainability, including economic, ecological and social sustainability.
The protection of the Natura 2000 sites, nature reserves and important ecological links in the area are important starting points for the planning.

Östersundom’s joint master plan was repealed in May 2021, and planning in the area continues with partial master planning.
There is no valid master plan for the Östersundom area. Helsinki, Vantaa and Sipoo municipalities drafted a joint master plan for the Östersundom area in 2010–2018. The Supreme Administrative Court repealed the plan’s approval decision on 10 May 2021 based on adverse effects on Natura network sites.
The Östersundom area needs a legally binding master plan to guide the land use and construction in the area and safeguard nature values. The planning area of Östersundom’s local master plan includes the entire Östersundom greater district and part of the Mustavuori subarea that was not included in Helsinki’s City Plan 2016. The City of Helsinki owns 59 per cent of the planned area.
The local master plan identifies the key community structure of the area, meaning the areas to be built, the areas that remain green areas and, as a key element, the route of the rail connection.
The local master plan aims to prepare for the population growth in Helsinki, to steer the growth in a sustainable manner, to increase the supply of diverse housing types, to provide construction sites for detached houses and to balance the regional structure of the Helsinki Metropolitan Area towards the east.
The progress of the partial master plan and opportunities for participation will be communicated throughout the planning process. The most important participation procedures include the statutory deposit stage, negotiations between authorities and stakeholders, presentation and discussion events and informal discussions with the planners.
