How does Helsinki monitor the implementation of the City Strategy?

The implementation of the City Strategy is assessed and monitored as part of annual financial and operational monitoring as well as through the City Council's assessment discussions held in the middle and end of the council period of office.

Progress on the measures of the City Strategy in the City's services is monitored by the City Board, committees and boards and municipal officeholders. The implementation of the City Strategy is also monitored in budget forecasts through binding objectives, other objectives and activity reporting.

Objectives of the City Strategy and overview of implementation

The Helsinki City Strategy 2025–2029, entitled ‘A Helsinki we can be proud of’, is divided into five strategic priorities, five operational cornerstones and how we work. Helsinki monitors the realisations of the key objectives associated with the strategic priorities and operational cornerstones using effectiveness indicators.

The report on the effectiveness indicators is compiled using the Power BI tool. The Power BI report is not fully accessible. You can download the latest values of the strategic indicators as an Excel file from the link below. The Excel file is an accessible option.

The report on the effectiveness indicators is available in Finnish, Swedish and English. You can change the language from the drop-down menu in the top right corner of the report.
