The City of Helsinki’s procurements include purchases of and investments in internal and external services, materials, supplies and goods. These account for more than 50% of the city’s expenditure. The City of Helsinki’s procurement volume is roughly four billion euros a year. This makes the City of Helsinki one of the largest operators to conduct public procurement in Finland.

The Supplier Portal lists tender processes conducted by the City of Helsinki’s divisions and enterprises. You can submit a tender through the portal.

Planned procurements
Before starting a procurement process, we often conduct a market consultation in order to prepare and plan our procurements with due care. A market consultation includes requests for information, market dialogue and technical dialogue. This allows us to obtain additional information from suppliers for preparing a call for tender. We publish our market consultation notices in the national public procurement channel Hilma.
