New right-of-occupancy housing queue numbers to be requested from ARA

With the new Right-of-Occupancy Housing Act, the queue numbers will from 1 September 2023 onwards no longer be requested from your city or municipality of residence but from the Housing Finance and Development Centre of Finland (ARA). The old queue numbers expire at the end of 2023. Request a new number from ARA by the end of the year if you intend to apply for a right-of-occupancy home in 2024.
Apartment buildings

The City of Helsinki will provide queue numbers until the end of August 2023. These queue numbers can be used to apply for a right-of-occupancy home up to 31 December 2023, after which they expire.

The old queue numbers, provided by the city or municipality, will also expire on 31 December 2023. Those applying for right-of-occupancy housing must request a new queue number.

New nationwide queue numbers

New queue numbers are requested from ARA electronically or by using a paper form as of 1 September 2023. With the new queue number, you can apply for a right-of-occupancy home from all the municipalities where they are available. An applicant or applicant family can only have one valid number at a time. The number will cost about €10 and is valid for two years.

During the transition period from 1 September to 31 December 2023, you can apply for a home with a municipality-specific queue number or a queue number provided by ARA. After the transition period, as of 1 January 2024, you can only apply for a right-of-occupancy home with ARA’s queue number.
