On 16 March 2022, the City Council approved a change in the Administrative Regulations, necessitated by the social welfare and health care reform, concerning the structure of the welfare and health care services and rescue services. The new Social Services, Health Care and Rescue Services Division will be established on 1 January 2023.
The decision-making bodies of the division will be the Social Services, Health Care and Rescue Services Committee and its Rescue Services Sub-committee and Sub-Committee for Individual Cases. The rescue services will be transferred from the Urban Environment Division to the new division, where they will constitute their own service entity. There will also be changes in the powers of the executive director of the division, the rescue commander and other office-holders.
The reason for the changes in the Administrative Regulations concerning economic governance is the requirement to unbundle state-funded operations. The law also requires that a bilingual wellbeing services county has a sub-committee for the national languages.
During the transition phase, when the new bodies have not yet been established, the City Board's Sub-committee for the Reorganisation of Health Care, Social Welfare and Rescue Services exercises their powers in 2022.
The reform will also necessitate other changes in the regulations, which will be solved outside the Administrative Regulations or executed during the revision of the Administrative Regulations that is planned for the autumn of 2022.
The organisation of the new division and other necessary changes, such as decisions on delegation of authority, will be made during the preparation of the Codes of Conduct of the new division.
