Our aim is to strengthen the growth potential of Helsinki's business sector and the employment of Helsinki residents, and to start a positive circle of growth that supports the city's attractiveness, the wellbeing of its residents and the sustainability of its economy.
The practical implementation is based on two main objectives. The aim is that the number of employees in the business sector in Helsinki will grow relatively faster than the population during the 2025–2029 strategy period, and that the unemployment rate in Helsinki will be below the national average at the end of 2029.

Helsinki will improve the conditions for businesses by developing land use to meet business growth and investment needs, by investing in vitality to drive growth, and by strengthening the role of business customers in the City's operations and decision-making.

During the strategy period, Helsinki will focus on five themes: the health and wellbeing sector, the maritime cluster, circular economy in construction, creative industries, and the food industry. Investments in growth sectors aim to diversify economic structure of the city.
