New plan for Stansvikinkallio

The Stansvikinkallio area in Kruunuvuorenranta has been the subject of nature-related disputes in recent years. The new plan draft proposes a significant reduction in the amount of construction planned in the forested area.

The City of Helsinki has drafted a detailed plan for the eastern part of the so-called Stansvikinkallio detailed plan area. The area is located between the services of Kruunuvuorenranta and the Stansvik Manor area. The plan decides what purposes the area will be used for and what can be built there.

Residents can give feedback on the detailed plan draft until 2 April.

Forest nature as the starting point for planning

The planning of the Kruunuvuorenranta area started more than 20 years ago with a city plan. Later, the Stansvikinkallio detailed plan included an area of 900 residents, which would have been built close to the central services of Kruunuvuorenranta.

However, in 2021, the City decided in its strategy that the detailed plan would be reassessed from the perspective of forest nature values. The aim was to preserve the nature of the area more extensively than previously planned.

The reassessment – i.e. the new detailed plan – concerned areas that had not already been designated for construction when the reassessment decision was issued. The construction sites are mainly located in the former harbour area and on the edge of a forested area.

Extensive green area surrounded by homes

The new draft proposes that the majority of the detailed plan area be designated as green and recreation areas. The proposed plan would save 3.7 hectares more of forests and green area than the current plan. The green areas are planned to be as unitary as possible.

The amount of planned housing has been significantly reduced. Six buildings are planned for the replanned area instead of the previous 27 apartment buildings.

If the new plan is implemented, the buildings will contain around 10,600 square metres of floor area, compared to the 37,800 square metres previously planned. The foundation of the southernmost building could also house a restaurant or café.

The new buildings would have six floors. The plan is to locate them along streets that are already under construction. This will reduce the environmental impact of the construction work.

No new streets are proposed to be built in the area. A sand-covered pedestrian and cycling route is planned near the beach, located mostly outside this plan area.

Nature surveys have been supplemented

been supplemented with new surveys. The area has not been discovered to feature any nature types protected under the Nature Conservation Act or the Water Act.

A vaccinium spruce mire has been identified in the area as a new endangered nature type to be preserved. The streamlet identified in the Kruunuvuorenranta area is located outside the plan area, and its preservation is also taken into account in the plans for the area.

The area is part of Kruunuvuorenranta

The eastern part of Stansvikinkallio is part of a residential area for roughly 13,000 residents to be built in Kruunuvuorenranta. In the future, the shops and services of Kruunuvuorenranta will be located right next to the plan area. The library, school, daycare centre, youth centre, sports centre and beach, as well as the tram and bus stops, will all be located within walking distance.

According to the draft, the area would be home to an estimated 250 residents instead of the previously planned 900. From this point of view, the impacts of the detailed plan amendment are not only positive: the achievement of housing production targets will become more difficult and plot revenues will significantly decrease. The changes will have an impact on the financing of the services of the new residential area. Furthermore, the opportunity for housing in a good location, close to central services, will be lost.

On the other hand, the new plan solution strongly supports the preservation of the green network and recreational use of the area by residents. The draft also proposes that the current summer hut area be demolished and restored as part of the natural environment.

The edge of the decommissioned summer hut area is planned to feature a dog pen, which is needed as the number of recreational users of the Kruunuvuorenranta area increases. The planned dog pen would be located in a place where the ground is already worn. New sites for the summer huts have already been planned in the past. They are located in the nearby summer hut village of Vanhakylä.
