The goal of the assessment was to create an overall picture of the best solution for the future needs of the organisations and what benefits a potential joint system service would have for owners, social and health care professionals and clients.
The owner organisations have been using the Apotti system for several years. Part of responsible ownership steering entails regular assessments of the solutions in use and what options there are.
Several options for how to proceed were assessed
The assessment was commissioned from management and technology consultancy BearingPoint Oy. The report identified several potential options for how to proceed. They were compared to each other in terms of value, cost, implementation speed and risk to clients, patients, owners and system users.
The following options were assessed.
- The use of the current client and patient system solution and the current operating model continues.
- The use of the current solution continues, but owners begin a joint program to develop the system and to make it more efficient and user-friendly.
- Some owners will continue using the current solution while others will switch to other solutions.
- The current system solution is replaced by another client and patient data system on the market.
Assessors recommend more efficient use and joint development of Apotti
The assessors do not recommend continuing with the current operating model as such. Instead, they recommend that the use of the Apotti system is made more efficient, the system is developed together and the operations of Oy Apotti Ab are improved under the current form of joint ownership.
Although none of the observed options stood out as the best one when all of the criteria were used, the assessors find that the recommended option is the overall best choice in terms of value, cost, implementation speed and risk.
According to the assessment report, Apotti’s features are not fully utilised at the moment. The assessors recommend that the owners partake in a joint program to develop Apotti and make it more efficient. The program would involve improving the usability of the system, utilising its features more extensively than now and making the system better at supporting the work of professionals, the workflow and the operational control.
At the same time, Apotti Oy’s practices, management, cost efficiency and owner cooperation would be improved. The goal is that the company will be able to support the development of the system better than now and that the system will provide more benefits to users and owners. Apotti Oy has already begun improving its operations under the direction of new management and board of directors.
The recommended option would allow the owners to keep the benefits of common client and patient data and the economies of scale provided by a common system. The option would also help avoid expenses and risks involved with the procurement and implementation of an entirely new system.
What comes next?
HUS Group's Executive Board and Helsinki City Board will review the assessment results for information on 7 September 2026, Vantaa and Kerava County Executive on 8 September 2026.
Any follow-up measures taken based on the assessment necessitate close cooperation, long-term preparation and gradual implementation from the owner organisations. The use of the Apotti system will continue as normal.
