Transferring to Edlevo gradually
In Edlevo you can
- Apply for a place in early childhood
- Apply for a place in the playground club activities
- Report your income information for the client fees
- Browse your service-related decisions* and fee decisions
- Update your contact information
Once you have updated your contact information, they become available for the education staff.
*Service-related decisions are, for example, the child’s special and intensive care decisions and playground club activity decisions. You can also browse any previous decisions from 2013 onwards.
The Edlevo notifications are sent from noreply.vakapalvelu(at)hel.fi.

Edlevo user instructions
Sign in to the e-service via the Edlevo mobile app or on your browser at www.hel.fi/vakapalvelu. You can download the app from Google Play(Link leads to external service)or the App Store.(Link leads to external service)Sign in to the service securely by using suomi.fi e-Identification.
By signing in to the e-service, you give consent for the e-service and for the electronic announcement of decisions. Alternatively, you can use paper-based services. To open PDF files on a mobile device, you will need a PDF reader application.
The main menu (three horizontal lines) can be found in the top right corner of the main page. You can access the e-service through the main menu.
The Edlevo e-service is available in English, Finnish and Swedish. The mobile app automatically uses your device’s operating language. The browser version allows you to change the language after signing in. First click on the main menu and then click on the ‘asetukset’ (settings) button to change the language.
There is a breadcrumb trail in the upper left corner of the screen. You can use the breadcrumbs to choose the page to which you wish to return to. To return to the previous view, click the return arrow under the breadcrumb trail in the upper left corner.
Click the ‘Ohje’ (help) button to find instructions for the application's various functions.
To sign out of the app, click sign out. If you sign out, the session ends immediately. The next time you use the app, you will need to sign in again with your personal online banking credentials. If you do not sign out, the session will remain active for 28 days.

Frequently asked questions
The Early Childhood Education Service Guidance team transfers the early childhood education applications submitted to Asti to Edlevo. You can check the status of your application by logging in to the Edlevo online service.
We process the application to pre-primary education submitted to Asti in Asti. You can view the decision on the suomi.fi service
If the status of your application in Edlevo is " Awaiting handling from the municipality," you can still edit the application.
If the status of your application in Edlevo is "In queue," we have started processing it and you can no longer edit the application yourself.
Once you have submitted your application, you can edit it until we begin processing it.
We begin processing applications approximately 3 months before the start date indicated in the application.
For example, if you have applied for an early childhood education spot with a start date between 1 and 15 August 2026, we will process your application in early May 2026. If you have applied for an early childhood education spot starting between 1 and 15 January 2027, we will process your application in early October 2026.
We process urgent applications on a faster schedule.
Send an email to the Early Childhood Education Service Guidance team at varepalveluohjaus@hel.fi(Link opens default mail program).
- Enter “Editing the application” as the subject line of the email.
- In the message, include your child’s name, your previously submitted first choice, and details about what you wish to change in your application.
The Service Guidance team will respond to let you know whether your application can still be edited or if it has already been processed.
You can view the decision in the Edlevo online service if you have given us consent to send you decisions and messages electronically. You will receive a notification of a new decision by email from noreply.vakapalvelu(at)hel.fi.
- If anyone in your family is subject to non-disclosure for personal safety reasons, you will receive the decision via secure email.
- If you have not given your consent to given us consent to send you decisions and messages electronically or we are otherwise unable to deliver the decision to you on Edlevo, we will send the decision by mail to your home address.
- If you applied for pre-primary education in Asti by 28 February 2026, the decision will be available for parents and guardians to view on the suomi.fi service.
For now, you can submit your pre-primary education application using the PDF form.
If your child is unable to attend early childhood education due to an unexpected reason, please report absences of 1 to 5 days in Edlevo.
- Report the absence by 8.30 am on the first day of absence.
- Select either ‘Sairaus’ (illness) or ‘Poissaolo’ (absence) as the reason for the absence.
- You can report absences for all your children with a single notification. When reporting all children as absent, select the reason for absence separately for each child.
As of 30 April 2026, parents and guardians can no longer access Asti.
