Implementation of the Helsinki City Strategy in full swing – discover the newly published strategic indicators

The implementation of the Helsinki City Strategy, which guides Helsinki's operational and economic planning, is well underway. The City Strategy is updated every council period of office. The 2025–2029 Helsinki City Strategy entitled ‘A Helsinki we can be proud of’ was approved by the City Council in August last year.

The City Strategy is implemented as part of day-to-day work, both in the provision of services to residents and as part of the City's financial and operational planning.

The City's shared budgetary targets for 2026 focus on residents' and clients' satisfaction with services and residential areas, the community cohesion and pleasantness of neighborhoods, the City's attractiveness as an employer, promoting the work ability and employment of city residents, improving productivity and reducing disparities in young people's ability to function and future prospects.

Programme packages to implement the strategy

The strategy is also implemented through three programme packages. 

  • The consolidating programme package is made up of the environmental and climate package as well as the transport package. They bring together existing programmes and update them where necessary to align with the strategy.
  • An entirely new package is renewal programmes, which are linked to the implementation of the key priorities of the strategy. The renewal programmes include the objectives to prevent segregation; the objectives for growth, skills and vitality; the Maritime Helsinki action plan; and the More Beautiful Helsinki programme.
  • The established programmes package includes statutory programmes and established programmes that are updated every council period of office.

The effectiveness of the strategy is monitored with indicators

The impact and longer-term effectiveness of the City Strategy is monitored through indicators derived from its key objectives and passages. 

The indicators are used to monitor things such as residents' perception of the pleasantness and safety of their residential areas. The monitoring also includes indicators related to City services, such as the customer experience of different services, access to care, the proportion of people choosing a local school and public transport passenger volumes.
