Notifications under the Health Protection Act

You must submit a notification to the City's environmental services if you operate, for example, a beauty parlour, hotel, school, daycare centre or sports facility.

The Environmental Services reviews your notification and makes sure that the information is sufficient for registration.

Submit a notification of operations under the Health Protection Act

Submit a notification of operations under the Health Protection Act in the Ilppa service. In the same service, you can also submit notifications of the sales or serving of food. You can authenticate in the service with Suomi.fi identification using either a mobile certificate or online banking credentials.

What kind of operations require a notification?

According to the Health Protection Act, you must submit a notification of establishing the following facilities, making changes to their operations, changing the entrepreneur or ending the operations:

  • Youth centre, daycare centre, club premises for children or playground 
  • School or educational institution
  • A social welfare unit providing continuous care 
  • Beauty parlour 
  • Tattoo shop
  • Solarium 
  • Gym or other sports facility
  • Hotel or other accommodation facility
  • Public sauna (notification is not required if only a bookable sauna is provided)
  • Swimming hall or pool premises
  • Public beach or winter swimming spot
  • Reception centre

Beauty salons at home must issue a notification only if doing treatments that break the skin, such as microblading. However, if completely separate facilities have been reserved for the beauty salon, for example, a courtyard building or a garage, you must submit the notification. Notification is not required if only barber and hairdressing services are provided.

Checklist for submitting the notification

  1. Get the Suomi.fi e-authorisation, if you do not have it yet

    In order to make a notification in the electronic notification service, you need a Suomi.fi e-authorisation for the company that is subject to the notification. For more information and to obtain an authorisation, visit the Suomi.fi service.

  2. Describe your operations and premises

    Describe your operations and premises in the notification. It is important to list all of the services you offer under “description of operations”. When submitting a change notification, please be as specific as possible about what will change in the operations or premises.

  3. Attach a floor plan to your notification

    You should attach an up-to-date furniture or floor plan to the notification. The floor plan does not have to be official. The floor plan must show all water points on the premises.

  4. Submit the notification in the electronic service

    Submit the notification in the Ilppa.fi notification service of environmental health care. In the same service, you can also submit notifications of the sales or serving of food.

How will the matter be processed?

The Environmental Services reviews your notification and makes sure that the information is sufficient for registration. If the information you provided is incomplete, you will be asked for more information. We strive to handle all notifications within seven (7) days of receiving all the information necessary for the handling.

Your operations will be registered and you will receive a certificate of the registration. You will receive the certificate at the e-mail address you provided. If you did not give us an e-mail address or have requested this in the notification form, you will receive the certificate by post. If you made the notification in the electronic Ilppa service of environmental health care, you will see the information you have provided in the service.

With the notification, the supervisory authority will be informed of your activities and include them in the regular supervision activities. The supervisory authority carries out inspections and assists and guides you in matters related to health protection. The first inspection of your operations will usually take place 3–12 months after the receipt of the notification.

The registration of the notification and the inspections are subject to a fee for the company, you can check the current fees in the table of rates (PDF).
