Registration and notification obligations for outdoor food sales

You must register your mobile food establishment for regular operation and notify the authorities when you are operating at events.

A mobile food establishment is any movable point of sale or handling place of foodstuffs. Examples include food trucks, sales vehicles, marquees, sales bicycles and stands.

Register a mobile food establishment

Register your food business on ilppa.fi or with a separate form at least four weeks before you start operating. You can identify your business through suomi.fi in order to log in to the service by using either a mobile ID or online banking credentials.

Important information about registration and notification

Please provide as detailed information as possible about your business in the notification and include a photograph of your establishment.

The Food Safety Unit will send you a certificate once your notification has been processed. The processing is subject to a fee. See pricing: The rates of the City of Helsinki’s environmental health care (PDF)

A food safety inspector will inspect your establishment after you have started the operations. The inspector will make sure that the establishment is suitable for selling the foodstuffs of your choice and that the methods you use are hygienic, among other things.

Remember to also notify the authorities if you pause or end your operations.

You must inform the food control authorities, four working days before starting operations, when and where you plan to carry out outdoor food sales. This is referred to as notifying the authorities. The food control authorities carry out random inspections, especially in connection to any major public events.

You are required to notify the food control authorities in situations such as the following:

  • Your restaurant is participating in a public event where food will be served.
  • Your company is planning to serve food samples at a trade fair.

If you sell food as a private individual for less than 12 days a year. The operations must be low-risk, such as the small-scale sales of coffee or baked goods.

Organisations, schools or parishes do not need to submit a notification about occasional bake sales, coffee events or other such events. However, please ensure a high level of hygiene and correct storage temperatures for the foodstuffs.

Notify the Food Safety Unit at least four business days prior to the sales event. The notification should state where and when you plan to sell your goods, and what kinds of sales you are planning. Submitting a notification is free of charge.
