Two new Helsinki City Library directors

Helsinki City Library has found two new directors to fill the vacant posts in its senior management. Lotta Muurinen has been appointed Director of Regional Library Services and Salla Tammi has been appointed Director of Central Library Services.

Lotta Muurinen is currently serving as the Director of Töölö Library. She is on leave from her post and currently works as the director of Itäkeskus Library. She will start in her new post as Director of Regional Library Services on 1 January 2026. Muurinen holds a Master of Arts degree. She has also completed a specialist vocational qualification in management. She has 17 years of experience with Helsinki City Library, 14 of which were in various management positions. In 2024, she held the post of Director of Regional Library Services for six months on a temporary basis. Muurinen is currently studying in the Aalto Executive MBA programme.

Salla Tammi is currently serving as the Library Services Manager of Lahti City Library. She will take up her post as Director of Central Library Services on 1 February 2026. Tammi holds a Doctor of Philosophy degree. She has also completed a specialist vocational qualification in management. Salla Tammi has worked for 20 years in various positions in the libraries of Lahti and Kouvola and as a cultural secretary for the City of Orimattila. She has 12 years of experience in supervisor roles in the library sector. Salla Tammi has also worked as a doctoral researcher in history.

Helsinki City Library provides a popular service, with up to nine million users a year. The organisation employs around 500 people and is divided into three main areas: regional library services, central library services and library network services. The directors are responsible for the strategic priorities of the library, which are summarised in the ‘Kirjaston suunta 2033’ (Direction of the Library 2033) policy. The priorities focus on creating a culture of reading, defending democracy, freedom of expression and a sustainable society, and evolving with the changing city. In addition to this, Helsinki City Library houses a national development unit that provides services to all municipal libraries in Finland and promotes cooperation between them.

The Director of Regional Library Services leads the network of regional library services in Helsinki and is responsible for the development of regional library services in accordance with the Helsinki City Strategy and the strategic objectives of the library. The regional library service comprises 37 library branches, which make up 19 units. The units work closely with each other at the regional level and with local partner organisations. They have around 330 members of staff and the director has 19 direct employees working under them.

The Director of Central Library Services manages Central Library Oodi and is responsible for the joint development of library services in the Helsinki city centre area in accordance with the Helsinki City Strategy and the strategic objectives of the library. The special features of Central Library Services include an international role as a development library, partner organisations working within Oodi and a prominent role as a tourist attraction in Helsinki. The Central Library Services are organised into four Oodi units. There are around 70 members of staff and four direct employees working under the director.
