Invoicing for transport services to change in the beginning of August

Starting from 1 August 2023, there will be a change in the payment process for transport services. The new arrangement eliminates the need for clients to make co-payments directly to the driver. Instead, the City of Helsinki will send monthly invoices to clients for the co-payments corresponding to their trips.

The upcoming change in the invoicing process will not have any impact on clients who currently benefit from monthly invoicing or have entitlement to free trips (such as work and study commutes or transport services for veterans).

If the client is accompanied by individuals other than their designated travel companion/assistant (such as a family member), they will have to pay their co-payments directly to the driver as before.

Clients are not required to take any action regarding this change. It is important to note that there may be a delay in receiving the first invoice after the implementation of the new system.

Detailed information regarding this change has been sent to all clients with valid transport service decisions via mail.

The change is due to the partial amendment (1201/2020) to the Act on Client Charges in Healthcare and Social Welfare (734/1992). The new law obliges the wellbeing services county (the City of Helsinki) to send a client fee invoice to the client. This removes private health and social service providers’ right to charge client fees to the clients.
