Helsinki Building Control Services encourage smart and sustainable building through a new price list

The 2026 charge rates are partly higher than before, but they will benefit construction operators who focus on energy efficiency and apply for their permits well in advance of the planned construction.

For example, a small house builder can get a discount of around EUR 500–1,000 for an application submitted during the winter season. Energy efficiency measures can save more than EUR 5,000 on the permit charge for an apartment building. 

The benefit is greater than the discount

Applications submitted during the winter period (between 1 October and 31 March) will receive a 20% discount if the planning task is classified as minor, routine and demanding. The builder benefits when the permit queue is reasonable and construction can start during the best weather conditions.

An energy-efficient residential building can receive a 30% discount if its energy consumption is no more than 70% of the reference solution. A 30% discount is available for renovating the pipes of an apartment building if the project also includes the installation of an exhaust air heat recovery system. These solutions will benefit both future users of the facilities and the environment.

Discounts can be combined.

As a new feature of the charge rates, the customer will receive a refund if Building Control Services delay the permit procedure beyond the deadline set by law.  

The permit charges for new construction, loft conversions and major renovation projects will increase by around 5–6% next year. The charge rates have also been reduced in previous years. The aim is that the charges will cover the costs of building control operations.

The charge rates have been revised to make them easier to understand: more charges than before are indicated as fixed prices. The new building control price list will enter into force on 1 January 2026.
