Submitting documents to the Register Office

You can submit documents to the Register Office by email and post, or you can bring them in person or leave them in the post box in the City Hall lobby.

Please note the following:

You can send documents by email to helsinki.kirjaamo@hel.fi.(Link opens default mail program)
If you are sending documents that contain sensitive or confidential information, please use the secure email service provided by the City of Helsinki: Send an encrypted email to the City of Helsinki.(Link leads to external service) For example, messages encrypted with Outlook or Gmail cannot be opened at the Register Office, and therefore we are unable to process documents sent using these services. The Register Office also cannot open files shared from cloud services like Google Drive or OneDrive.
When using the Register Office’s services, please remember to mention the registration number of your case (such as HEL 2021-000123) if it is already pending within the City of Helsinki.
If you submit documents on paper, please do not use staples because the documents will be scanned.
If you intend to deliver documents via the internet, please group and name your files to facilitate their processing.
Please deliver the documents and their attachments as separate files.

File names

Please give your file a clear name representing the file’s content as accurately as possible.
File names should also include a detail such as the document date.
If your letter includes a numbered list of the attachments, you should add the corresponding number to each attachment’s file name.
