The planning area includes the Ruoholahti metro station block and Ruoholahdentori.

The Ruoholahti metro station block is an important transport hub that is visited by thousands of people on a daily basis. However, the current metro station building does not serve office users or the residents of the area as well as it could, as the block offers only a limited number of services and does not attract passers-by to visit it. One of the reasons behind this is thought to be the shape of the building, as it is notably lower that the surrounding buildings and has a closed appearance.

A development reservation for the block is being sought from the City for Koy Ruoholahden Metrotori and construction company SRV. The aim is to explore what kind of combination of housing, new services and business premises would best serve the users of the block and local residents. The City wants to develop the block into an appealing gateway to Ruoholahti, Jätkäsaari and the West Harbour by densifying the urban structure and improving the services and functions in the area. The aim is to also develop connections and routes, add greenery and improve the pleasantness of street spaces in the area.

The preliminary plans for the area propose demolishing the existing office building and replacing it with two new buildings separated by small squares and a route through the block between them. The street level of the buildings could house business premises, a grocery shop and facilities for public services. The placement of metro park-and-ride facilities in the area is also being explored.

At the same time, the City is looking into the possibility of carrying out urban infill at the western edge of Ruoholahdentori square. The square-level floor of the new building to be constructed could house business premises that open to the square and the direction of the channel. In addition to this, the aim is to find a new location for the ramp leading to the underground car park beneath Ruoholahdentori square in order to direct traffic away from Selkämerenkatu and improve the look of Selkämerenkuja. The metro station would remain in use throughout the construction work.

Respond to the survey on the development of the area

City residents can share their opinions and suggestions regarding the development of the area via a Kerrokantasi survey (Link leads to external service) until 21 May 2025. You can use the survey to share your thoughts on what kinds of routes you would like to see in the area, what kinds of services would be suitable for the area and how the area could be made greener and more pleasant. The responses to the survey will be utilised in the planning of the area.

The next steps of the project will involve clarifying the plans and exploring questions related to the implementation of the project with detailed planning, the City Museum and other stakeholders. The aim is to submit the matter of the development reservation to the Urban Environment Committee after the summer.
