Helen’s nuclear power project will be subjected to an environmental impact assessment in accordance with the Act on the Environmental Impact Assessment Procedure. The assessment covers the environmental, human and societal impacts of a nuclear power project and produces information to support planning and decision-making. The assessment examines three possible locations in Helsinki and the various ways of implementing the plant.

Attend residents’ events in November

The environmental impact assessment starts with an environmental impact assessment programme, which has now been published. The programme describes the current situation and explains which impacts the project will investigate and how the assessment will be carried out.

Anyone can voice their opinion on the environmental impact assessment programme. Comments should be submitted between 3 November 2026 and 4 January 2027 to the Registry of the Ministry of Economic Affairs and Employment.

Helen will organise events for the public and local residents on nuclear power in November. At the events, you will have the opportunity to talk with specialists from Helen, the Ministry of Economic Affairs and Employment, the City of Helsinki and the Radiation and Nuclear Safety Authority.

Events:

  • 16 November at 18.00 in Central Library Oodi, Maijansali Hall (Töölönlahdenkatu 4, 1st floor). Coffee will be served at 17.30. You can also watch the event via a live stream.

Planning process to begin early next year

The City of Helsinki is responsible for the land use planning for the project. The City will start master planning in Salmisaari, Vuosaari and Norrberget in Östersundom in summer 2027. If any of the sites are found to be suitable for a nuclear power plant, more detailed planning will continue in that area. During the planning process, you have several opportunities to receive information about the draft plan and provide your views on them. The City will also utilise any resident feedback received and reports drafted during the environmental impact assessment procedure.

The final decision on the approval of the town plans will be made by the City Council in due course. Commencing construction also requires a government resolution, building permits and approval from the Radiation and Nuclear Safety Authority.

Helen’s aim is for the nuclear power plant to begin generating electricity during the 2030s.
