Resident and business parking planned to be extended to four new areas – plan proposals available for comments online

Resident and business parking is planned to be introduced in the Käpylä, Kumpula and Toukola, Kulosaari, and Kuusisaari and Lehtisaari areas. This change would mean that a time limit would be applied to the streetside parking spaces in the area. Under certain conditions, residents and businesses in the area can apply for a residential or business parking permit, which will allow them to park without time limit also in the future. Aims to make finding a parking space easier

The purpose of this planned change is to make it easier for the local residents to park by reducing the number of cars parked along the streets for long periods of time. When parking spaces are used efficiently, finding a space is quicker and there are more parking spaces available for people running errands and for visitors. In addition, the planned change will facilitate street maintenance and allow for a more varied use of street space, such as adding more greenery along the streets.

Resident and business parking has been introduced in older areas where residential plots offer no or only a few parking spaces and where people also from other areas often tend to park or leave their vehicles for longer periods of time. The system, which was introduced in the city centre in the 1980s, was last extended in 2015 to Lauttasaari and Munkkiniemi, and in 2018 to Munkkivuori and Niemenmäki, as well as to Etelä-Haaga and Kivihaka.

The plan for these new areas is that the time limit for other than resident and business parking will be four hours between 6.00 and midnight on weekdays.

No time limit for resident and business parking permits

Once the plans are implemented, local residents and businesses will be able to park without a time limit by applying for a resident or business parking permit. Currently, a resident parking permit in other similar areas costs €45 per month and a business parking permit costs €60.83 per month. Businesses can also acquire a general parking permit applying to all zones, which costs €91.66 per month. The prices are subject to changes based on annual parking usage rate calculations. Fully electric cars will get a discount on the monthly price.

Survey collects local information to support planning

The survey will assess the parking situation in Käpylä, Kumpula and Toukola; Kulosaari; Kuusisaari and Lehtisaari, as well as the opinions of local residents and businesses on parking and its development. Parking efficiency may vary between the areas, and there may be special sites or other smaller local areas that should be discovered and considered in planning. These special areas may include shop fronts and other parking areas near services, where the parking rotation should be sped up.

You can also use the survey to propose extending resident and business parking to other areas. The survey will remain open until 7 December.

The plans will be developed further based on the feedback received. The aim is to submit the proposal on the new residential and business parking areas to the Urban Environment Committee for decision next spring. After this, more detailed traffic management plans will be drawn up, showing the traffic signs to be placed on the streets. The aim is to decide on these in the summer of next year. Residential and business parking could then be introduced in autumn 2026 at the earliest. The reform is based on the parking policy approved by the City Board on 24 October 2022.
