Applying for a right-of-occupancy home changes – old queue numbers expire

Applying for a right-of-occupancy home is to be reformed. With the new Right-of-Occupancy Housing Act, the queue numbers will from 1 September 2023 onwards no longer be requested from your city or municipality of residence but from the Housing Finance and Development Centre of Finland (ARA). The old queue numbers expire at the end of 2023.

The City of Helsinki will continue issuing queue numbers up to 31 August 2023. These queue numbers can be used to apply for a right-of-occupancy home up to 31 December 2023, after which they expire.

New queue numbers are requested from ARA

New queue numbers are requested from ARA as of 1 September 2023. With the new queue number, you can apply for a right-of-occupancy home nationwide from all the municipalities where they are available. The number will cost about €10 and is valid for two years.

After the transition period, as of 1 January 2024, you can only apply for a right-of-occupancy home with ARA’s queue number
