Updating the detailed plans of the inner city is an extensive undertaking, which will be tackled one district at a time. The work began in Kamppi in 2019, and has since been continued in other parts of the city.
‘It is typical of the inner city that some of the construction projects which have been carried out do not correspond to the detailed plan, and the notations, objectives and valuations of the detailed plans are not coherent. Therefore, the building rights and intended uses do not correspond to the existing buildings. We want to secure the cultural-historical and cityscape values of the area by updating the detailed plans,’ says leading architect Otso Huhtala.
The building rights, construction areas and intended uses of plots will be updated to correspond to the current situation as part of the updating work of the detailed plans. Area- and site-specific protection markings and cityscape-related orders will also be inspected and added where necessary, in order to ensure the protection of significant valued environments and individual sites. New protection markings will be added to dozens of old buildings.
For the first time, the detailed plan will allow valuable parks and urban and street spaces to be covered by extensive protection. In addition to parks, individual trees and lines of trees along streets can be ordered to be protected.
The updating process of the detailed plans does not allow significant changes to be made. Any complementary or new construction projects will continue to require separate changes to the detailed plans. However, the changes to the detailed plan do allow locating various kinds of business premises and services flexibly, and changes to the use of spaces which have only minor effects. Loft conversions for residential or business use may also be possible, subject to certain conditions.
Plan proposals on public display – join the online event
The detailed plan proposals for the Kaartinkaupunki, Punavuori and Ullanlinna areas will be on public display from 28 August to 30 September 2026 at hel.fi/en/urban-environment-and-traffic/urban-planning-and-construction/participate-in-city-planning. Objections can be submitted regarding the plan proposals.
A shared online event for all of the areas will be organised on 16 September at 17.00–18.30. The planners will answer questions at the event. More information on the event and a link to join can be found at hel.fi/asukastilaisuudet.
