Building Helsinki into a competitive platform for the creative industries

In 2029, Helsinki’s dynamic operating environment will attract growth-seeking creative enterprises to set up there. Companies’ business expertise and their competence in research, development and innovation will have been strengthened, supporting growth in the sector. The growth potential of the creative industries and the impact of culture on the city’s vitality will be broadly understood in terms of business, attractiveness and participation. The development of the creative industries will help strengthen Helsinki’s diverse and inclusive identity.

In particular, we will promote the achievement of the target state by the following means:

  1. We will strengthen the product development and innovation capabilities of businesses in the creative industries by fostering collaboration between higher education institutions, research institutes and companies developing new technologies, and businesses in the creative industries. We will accelerate the emergence of a new RDI culture in the creative industries.
  2. We will start a launchpad service for creative industry operators to help them develop new ideas into viable and mature business activities.
  3. We will implement thematic packages designed to support growth in the creative industries, including the 2030 anniversary year for architecture and design, and neighbourhood work with creative industry operators.
  4. We will develop our collaboration with Uniarts Helsinki, with the aim of strengthening employment and entrepreneurship in the creative industries and amongst those operating in the arts and culture, as well as Helsinki’s urban culture and events.
  5. We will support the space needs of the creative industries and facilitate trials in these spaces. We will create an internationally attractive development environment for the creative industries in Helsinki, combining working, production and trial spaces and business services, and serving as a platform for piloting new content, materials, technologies and business models.
  6. We will continue to prepare an audiovisual production incentive by assessing what model would be clearly economically viable for Helsinki as a whole.
