Skanska Talonrakennus Oy proposed as the recipient of the reservation for the Jätkäsaari central block

The City of Helsinki organised an open price and quality competition for the block between 13 December 2022 and 1 November 2023. Two competition proposals and purchase offers were submitted by the closing date of the competition. The purchase offers received in the competition were too low in price, so they cannot be considered acceptable from the city's point of view. It is therefore proposed that the purchase offers be rejected.

Skanska Talonrakennus Oy's competition proposal has been assessed as the best in terms of overall quality, and it is therefore proposed that a plot be reserved for the company. The City and Skanska Talonrakennus Oy will conduct price negotiations during the reservation period to achieve a marked-based price level that is acceptable to the City.

The Jätkäsaari central block is not only the commercial hub of Jätkäsaari, but also an important landmark building in terms of urban design. According to plans, the central block will include housing for around 840 residents, a supermarket and other commercial and office spaces. Structurally, the block consists of a single closed block that includes a so-called pedestal section and residential towers with 16, 18 and 24 storeys.

Skanska Talonrakennus Oy submitted the best proposal in terms of overall quality and received full marks in the competition in accordance with the scoring of the call for tenders (competition programme). The competition proposal ‘JÄTKÄN SYKE’ submitted by Skanska Talonrakennus Oy and the negotiation result reached with Skanska Talonrakennus Oy after the end of the competition can be considered good and acceptable for the City in terms of achieving the objectives set for the competition in the call for tenders.

The Urban Environment Committee will discuss the matter in its meeting on 2 September 2025.
