The update to Maisa makes it easier for parents and guardians to carry out administrative tasks on behalf of their children in Maisa, including in various situations involved in joint custody arrangements. The change has been implemented in collaboration with the Digital and Population Data Services Agency. In a joint custody agreement, the guardians agree on things such as how the rights and responsibilities relating to the care of a minor child are shared between them.

A joint custody agreement affects what you can do in Maisa

A joint custody agreement sets out what information you can see and what you can do on your child’s behalf in Maisa.

  • If you have the right to act on behalf of your child in health care and social welfare matters, you can use Maisa actively on behalf of your child, e.g. make appointments and send massages to the care team.
  • If you have been excluded from health care and social welfare services in the joint custody agreement, you will only be able to view the information that can be disclosed on the basis of the child’s capacity for independent decision-making and the consent given in Maisa. In cases like this, it is not possible to book an appointment, for example.

As a rule, you are, however, entitled to access your child’s personal information.

When is it not possible to act on behalf of a person?

It is not possible to act on behalf of someone else in Maisa if:

  • the joint custody agreement has not been recorded in the Finnish Population Information System
  • it has not been possible to enter all the details of the agreement into the Finnish Population Information System
  • the guardian or the child has a non-disclosure for personal safety reasons.

It is once again possible to act on behalf of children taken into care

A guardian can act on behalf of a child taken into care via Maisa, provided they have the necessary Suomi.fi authorisations. Acting on behalf of a person was not possible between 9 May and 11 June 2026.
