The substance abuse survey is used to collect the views and experiences of Helsinki residents on the substance abuse situation in the city. The questions concern intoxicants, tobacco and nicotine products and gambling.
The online survey is open until 3 May 2026.
You can complete the substance abuse questionnaire anonymously, and it should take about 10–15 minutes. The survey is available in Finnish, Swedish and English. Taloustutkimus is responsible for the technical implementation of the survey and reporting on the results.

Survey results to be used in development of new substance abuse strategy
Helsinki has responded to the acute drug situation with a broad front of rapid action. Measures have been taken to prevent drug use, reduce the harms of drug use and support people to stop using drugs.
To identify longer-term actions and solutions, the City is preparing a new substance abuse strategy to prevent drug-related deaths, reduce the harms of substance use and develop preventive substance abuse work. The up-to-date information collected through the substance abuse survey will add to the knowledge base of the substance abuse strategy and will be used in the preparation of the strategy.
The City Board is due to decide on the substance abuse strategy towards the end of June. The results of the survey will be published at the same time.
