In order to set up an outdoor serving area for a restaurant or a café, you will need a permit if the seating is in a public street or park area. If you are planning to build a conservatory, you will also require a permit from the building control services.
If you are planning to set up an outdoor seating area that will be located in the street area but not directly in front of your café or restaurant, its location will determine where you will need to send your application to.
If you would like to set up an outdoor seating area on a beach, in a sports field or a park, apply for a permit from the Culture and Leisure Division.
If you would like to set up an outdoor seating area at a commercial marketplace, such as Kauppatori, Hakaniementori or Torikorttelit, apply for a permit from Helsingin Kaupunkitilat Oy (in Finnish)(Link leads to external service)
