The purpose of the regulations and control concerning the handling of dangerous chemicals is to prevent and avert the possible personal, environmental or property damages caused by the production, use, transport, storage or other handling of dangerous chemicals and explosives.
The operator is responsible for the appropriate handling of dangerous chemicals and explosives and for following their safety requirements. The term operator here refers to a legal person or a natural person, who, for example, manufactures, sells, stores, packs, distributes, holds, retains, uses or in some other way handles a dangerous chemical.
