The European Union?s REACH Regulation, dealing with the Registration, Evaluation, Authorisation and Restriction of Chemical Substances, took the force of law on June 1, 2007. On the same date, the European Chemicals Agency opened in Helsinki. The REACH Regulation gives greater responsibility to industry for managing the risks of chemicals. Along with REACH and the Agency, Helsinki is fast becoming the meeting place for all players affected by the regulation. This role of Helsinki will be underscored by the establishment of its own representative office in Helsinki by the China Chamber of Commerce of Metals & Chemicals Importers and Exporters in January 2008.
