Social welfare and patient ombudsmen

You can contact the Social Welfare and Patient Ombudsman, if you are unhappy with how the social and health services have treated or cared for you or if you require instructions on your rights concerning the social welfare or health services. A customer's family members, other loved ones, other citizens and cooperation partners within social services can also contact the Social Welfare and Patient Ombudsman.

The ombudsmen have a secure (encrypted) e-mail service.


  • Go to
  • Write your e-mail address on the first page and press ”Jatka”.
  • Write on the following page the receiver’s e-mail address:
  • Write the title and your message.
  • When you are ready press "Valmis" and your message will be delivered.

For face-to-face meetings, an appointment must be made in advance.

The Social Welfare and Patient Ombudsman

  • gives advice on matters pertaining to the application of the Patient Act
  • gives advice on matters concerning the client's rights in social welfare
  • gives information about the client's rights
  • works for promotion and implementation of the client's rights
  • gives advise and helps in filing an objection or a notice of patient injury and in compensation matters
  • does not make decisions or express a view on medical care.
