Leasing and procurements

The Rescue Department leases out the bedrock civil defence shelters it maintains for different purposes, including for use as storage space or as facilities for recreational activities. There are a total of 50 civil defence shelters available to lease, located all over Helsinki.

The minimum lease term is six months. Tenants who use the premises must observe all regulations regarding underground premises and facilities. This means, for example, that repair work must not be carried out or fires started inside the bedrock civil defence shelter. In addition to this, tenants must plan their activities and operations so as to allow for the complete evacuation and clearance of the shelter premises within 24 hours.

In the majority of its procurements, the Rescue Department uses the City of Helsinki’s framework contracts and the City’s contractors.
In matters relating to the procurement of daily consumer goods and ongoing procurements, the Rescue Department’s Technical Department may be involved.
