Integration in Helsinki

Immigration affairs at the City of Helsinki are coordinated by the Economic Development Division of the Executive Office. The Immigration and Employment Services unit has an team of integration policy advisers. The city departments also have experts specialised in immigration affairs.

The City must design an integration programme to promote integration and strengthen multi-level cooperation. Helsinki’s integration programme consists of the City of Helsinki Strategy Programme and the Immigration Programme for 2017–2021.
