Integration in Helsinki

According to law, the City is responsible for developing, planning, monitoring and coordinating local integration activities. Immigration affairs at the City of Helsinki are coordinated by the Economic Development Division of the Executive Office. The Immigration and Employment Services unit has an team of integration policy advisers. The city departments also have experts specialised in immigration affairs.

The City must design an integration programme to promote integration and strengthen multi-level cooperation. Helsinki’s integration programme consists of the City of Helsinki Strategy Programme and the Immigration Programme for 2017–2021.

The City of Helsinki’s aims concerning immigration are:

• Helsinki is a city of a skilled workforce
• Helsinki is the world's most effective place to learn
• Helsinki is open and encourages participation
• Helsinki is fighting social inequality
