Apply for a culture grant via the City of Helsinki’s E-services

All types of grants can be applied for with the same form: 

Read the application instructions carefully and obtain the necessary background information and appendices required to submit your application. Any appendices needed as part of the application are also submitted through the E-services.


Appendices

Registered associations are required to provide a bank statement or a similar bank account document (new applicant or new bank account information). Private individuals or working groups are not required to submit this document. The document must show the name of the account holder and the bank account number. If the applicant submits a bank statement as part of their application, they may block out the information concerning transactions if they wish.

Required appendices for art and culture grants applied for for continuous activities:

  • action plan for the following year 
  • budget for the following year
  • financial statements for the previous year (must include at least the association’s financial result and balance sheet, and a signed copy of the auditor’s report)
  • annual report for the previous year
  • rules of the association (if the applicant is new or if the rules have changed since the applicant’s previous application).

Required appendices for art and culture grants for project-based activities (professional artists):

  • working group members’ CVs
  • bank statement (only necessary for registered associations).

Required appendices for art and culture grants for project-based activities (non-professionals):

  • bank statement (only necessary for registered associations).

Required appendices for art and culture grants, multi-year grants:

  • action plan and budget for the first grant period year
  • development plan as a separate appendix, describing the annual action plans and budgets for the entire grant period.
  • The development plan must include the following information: a summary of how the grant recipient intends to develop their operations during the grant period, an annual plan regarding the development measures, a description of the measures in relation to the available funds and income of the grant recipient, and a description of any significant changes taking place during the grant period affecting the operations for which the grant is being applied for.

Online application

Apply for a culture grant via the City of Helsinki’s E-services. All types of grants can be applied for with the same form: Arts and culture: grant application

The E-services information service provides assistance with the use of the website: tel. +358 (0)9 310 88800 (Mon–Fri 8 am to 6 pm)

Using the E-services requires identification and registration. In order to use the E-services, you must login with your online bank access code, mobile ID, an electronic ID card or a company or community Katso identification. When you first access the service, you will be asked to register, after which you will be given your own E-services folder.

The service can be used with internet Explorer, Firefox and Chrome, but not with Safari. In addition to this, in order to access the service, JavaScript support must be enabled in your browser.


The online application consists of the following sections:

1. The applicant's basic information

If you have previously applied for a grant, you can fill in a new form by retrieving the information saved in the E-services.

If you are a new applicant or you do not have a registration number or a business ID number, enter the required information (last name, first name and national identity number, or an organisation’s registration number, business ID number, name, date of registration, year of foundation, domicile, website address, street address, contact person, email address, official(s) and bank account information) in the form.

You should also state the year for which you are applying for the grant and the type of applicant (private individual, registered organisation, registered working group)

2. Grant being applied

  • Grant type. Read about the types of grants and the assessment criteria on this website.
  • Grant amount (euros).
  • Primary art media.
  • A short description of the project or intended use of the grant applied for. The full project description will be submitted later.
  • The period for which the grant is being applied for.
  • An indication of whether the project is a festival.
  • The event for which the grant is being applied for (name of project, number of event days, number of performances, an estimate of the number of visitors, the opening night’s venue in Helsinki, the date of the first event open to an audience).
  • Other grants received but not awarded by the City of Helsinki (the name of the community or authority that awarded the grant, the year, amount and purpose of the grant).

3. Activity

  • The proportion of members in the applicant organisation who are private individuals or communities, as well as the proportion of members who reside in Helsinki. This does not apply to private individuals or working groups.
  • A description of the activities or project, the goals and development plans, and the mission, values, vision and strategies for achieving the goals.
  • Questions based on the Grant Criteria (artistic quality, diversity and equality, accessibility and availability, participation, operational quality and implementation). The evaluation criteria used for arts and culture grants is dependent on the size of the grant being applied for. Depending on the size of the grant you are applying for, it may not be necessary to fill in all the fields in the electronic form.
  • Intended target groups.
  • Cooperation partners and networks.
  • Number of staff members. This does not apply to private individuals or unregistered working groups.
  • Basic arts education: The number of students (total number, number of girls, number of boys, early-age education, advanced/general syllabus, basic studies/specialisation studies), number of lessons, number of teaching staff members, enrolment method, option of having an individualised syllabus or tailored teaching if necessary, number of students allowed to be exempt from tuition fees, the way in which self-evaluation is performed, and collecting feedback from the parents or stakeholders.
  • Teaching locations and facilities.

4. Budget

  • A breakdown of the project’s profit elements (admission fees, sponsorships and business partners, other sales revenue, the community’s own funds, grants from the City of Helsinki, donations, other financial support and other profit).
  • A breakdown of the project’s expenses (performer salaries/fees, other salaries and fees, social security contributions, general expenses, permits, travel expenses, transport costs, sets and costumes, technical equipment, equipment rent and electricity, facility running costs, rent, security, communications, marketing, printing and other costs).

The form will calculate the total amounts of profit and expenses, as well as the net profit.

5. Additional information and appendices

In this section, you can enter additional information or other grounds connected to your application, or provide a notification of any changes in your basic information. Registered associations are required to provide a bank statement or a similar bank account document (new applicant or new bank account information). Private individuals or working groups are not required to submit this document. The document must show the name of the account holder and the bank account number. If the applicant submits a bank statement as part of their application, they may block out the information concerning transactions if they wish.

The applicant-specific appendices (bank statement, rules, action plan, budget, financial statements, annual report, auditor’s report, annual meeting’s minutes) will be available for all future grant applications once they have been submitted once. Search for an appendix by using the ‘Browse-Open’ function and save the appendix as part of your application by clicking ‘Attach’.

See the required appendices above. The maximum size for a single appendix is 20 MB. Please note that appendices cannot be saved in drafts.

6. Confirming the information

Once you reach the final section of the form, you should read through the conditions that apply to grants awarded by the City. To submit your application, you must accept these conditions and confirm that the information you have provided is correct. The application is submitted by click the ‘Submit’ button at the end of the section. Before doing this you should check the information you have provided and ensure that all the required appendices have been included. You can also save your application as a draft in order to complete it at a later date. Please note that appendices cannot be saved in drafts.

Submit your application no later than 4 pm on the last day of the application period. Check the application period durations carefully. We recommend that you submit your application before the last application day, because the on the last day the service may be slow due to a high number of applications.

Your application will be saved in your personal folder in the City of Helsinki’s E-services.


Notifications regarding changes

You must notify the City of Helsinki’s Culture and Leisure Division of any changes without delay.
