Appeal Instructions

Anyone dissatisfied with a decision may make a written appeal.

The decision may not be contested by making an appeal to the court of justice.

Right of Appeal

An appeal may be made

  • by a party affected by the decision or a party whose rights, responsibilities or interests are directly affected by the decision
  • a resident of the municipality.

Appeal Period

Appeals must be submitted within 14 days of notification of the decision.

The appeal must reach the City of Helsinki Registrar's Office by the last day of the appeal period before the Registrar's Office closes.

If the decision was sent by post, the party concerned is deemed to have received notification of the decision, unless proven otherwise, seven days after the letter was sent. A resident of the municipality is deemed to have received notification of the decision seven days after the minutes were published in a public information network.

If the decision was sent as an electronic message, the party concerned is deemed to have received notification of the decision, unless proven otherwise, three days after the message was sent.

The notification day will not be included in the appeal period. If the last day of the appeal period is a public holiday, Finnish Independence Day, May Day, Christmas or Midsummer's Eve or a normal Saturday, the appeal may be submitted on the first weekday after it.

The City of Helsinki’s Culture and Leisure Committee functions as the authority to whom the appeals are made.

The Registrar's Office’s is open from Monday to Friday 8.15 am–4 pm.

The form and content of the appeal

The appeal must be made in writing. An electronic document will also meet this requirement.

The appeal must

  • specify the decision that the appeal concerns
  • describe how the decision is to be rectified
  • state the grounds based on which the appeal against the decision is being made
  • name the party making the appeal
  • state the grounds based on which the party has a right to make the
  • appeal
  • provide the contact details of the party making the appeal.

Decision document

A copy of the decision document and any appendices pertaining to the decision will be provided on request.
