Principles of tenant selection

Tenant selection for company housing follows the principles of employment relationship housing confirmed by the City Board. Checks relating to the prioritisation of fields with labour shortages are made every three months based on information produced by the divisions and enterprises.

Prioritisation categories

First priority:

  • employees in specified fields with labour shortages who are moving in from outside Helsinki/Espoo/Vantaa, giving priority to permanent employees and shift workers
  • employees in specified fields with labour shortages who are at risk of becoming homeless

Second priority:

  • employees in specified fields with labour shortages who are already living in Helsinki/Espoo/Vantaa, giving priority to permanent employees and shift workers
  • employees in specified fields with labour shortages who want to switch the city’s company-owned apartments for justified, health-related/financial/family-related reasons

Third priority:

  • any employee of the city, giving priority to those who are at risk of becoming homeless

Priorisation of titles

  1. The Social Services and Health Care Division: nurse and public health nurse
  2. The Social Services and Health Care Division: practical nurse
  3. The Education Division: special class teacher in Swedish comprehensive education
  4. The Urban Environment Division: site supervisor (Buildings and public areas)
  5. The Education Division: ECEC teacher in Swedish daycare
  6. The Education Division: child minder in Swedish daycare
  7. The Education Division: class teacher in Swedish comprehensive education
  8. The Education Division: special class teacher in Finnish comprehensive education
  9. The Education Division: ECEC teacher in Finnish daycare
  10. The Education Division: ECEC special needs teacher in Finnish daycare
  11. The Social Services and Health Care Division: doctor and health center physician
  12. The Social Services and Health Care Division: psychologist
  13. The Education Division: child minder in Finnish daycare
  14. The Social Services and Health Care Division: instructor
  15. The Education Division: psychologist
  16. The Urban Environment Division: project manager (Buildings and public areas)
  17. The Social Services and Health Care Division: social worker
  18. The Social Services and Health Care Division: dental assistant
  19. The Social Services and Health Care Division: family worker
  20. The Culture and Leisure Division: youth worker
  21. The Urban Environment Division: inspection engineer (Services and permits)
  22. The Urban Environment Division: architect (Services and permits + Land use and city structure)
