Human Resources

Human Resources has the following units:

The Availability of Personnel unit is responsible for anticipating the personnel needs and ensuring the availability of skilled personnel. The unit coordinates and promotes the development of the employer image, the employer marketing and the development of the recruitment competence and recruitment methods.

The Availability of Personnel unit is headed by the Head of Strategic Resourcing.

The Development of Management and Work Culture unit is responsible for the development of the leadership and the reshaping of the culture. The unit is also responsible for the development and measuring of the employee experience and the reshaping of the management competence and the development of the tools for the renewal of the work culture. 

The Development of Management and Work Culture unit is headed by the Head of Management and Work Culture.

The Success-oriented Management unit is responsible for the success-oriented management and development of the tools for it. The unit’s responsibilities include the development of the management of well-being at work.

The Success-oriented Management unit is headed by the HR Development Director.

The Learning and Renewal unit is responsible for the development of the managerial work and the competence of the personnel, as well as the change assistance services in support of the City renewal. The unit produces training and coaching for renewal on the City level.

The teams of the unit are the Learning team and the Renewal team.

The Learning and Renewal unit is headed by the Head of Strategic Renewal.

The Responsible Employer unit is responsible for the preparation and development of the guidelines for the City’s employer policies. The unit promotes and coordinates the inclusion and co-operation of the personnel and the realisation of non-discrimination and equality at the City. The unit prepares the guidelines for the wage policy and reforms the methods for effective remuneration. The unit develops the HR processes, HR services and HR data systems.

The teams of the unit are the Remuneration team, the HR Service Systems team and the Employer Policies team.

The Responsible Employer unit is headed by the Head of Personnel Policy.

Division head

The head of the Human Resources division is the Human Resources Director Nina Gros.
