Economic Development

The Economic Development division is responsible for economic-policy development, the City’s investment and business promotion, business information, and tourism and convention marketing. 
The division manages the City’s employment affairs and produces services supporting employment for Helsinki residents. 
The division oversees the City’s interests in immigration affairs, makes strategic plans for work-based immigration and monitors the implementation of the City’s immigration policy. 
The division also organizes and coordinates the City’s international affairs and international city policies.   

City Competitiveness

The City Competitiveness unit is responsible for economic and innovation policies, international activities, coordination and management of EU projects, economic-policy advocacy and enhancing the City’s competitiveness.

City Marketing

The City Marketing unit is responsible for strengthening the appeal of Helsinki and the recognition of the city among Helsinki residents, visitors, professionals and enterprises. The unit promotes an open, benevolent and business-friendly Helsinki especially by means of marketing and events.

Employment Services

The Employment Services unit is responsible for coordination of City-level employment affairs, improving the labour market skills of the unemployed, and prevention and reduction of youth unemployment.

Enterprise Services

The Enterprise Services unit supports the creation of new enterprises, the growth of enterprises and job creation. The unit also seeks to boost the availability of labour.
