Economic Development

The Economic Development department of Helsinki City Executive Office is responsible for the City of Helsinki’s industrial, innovation and competitiveness policy, for promotion of entrepreneurship and for matters of employment and immigration.

The Economic Development department has the following units:

  • Innovations and New Experiments
  • Development Services
  • Travel and Tourism
  • Labour Force and Immigration
  • NewCo Helsinki, i.e. New businesses
  • Enterprise Services

The Innovations and New Experiments unit is responsible for the innovation policy, strengthening the future business base, university co-operation, innovation ecosystem and developing the competence clusters and creative trials and experiment environments. The teams of the unit are the City Innovations team and the Ecosystem team.

The Develoment Services unit is responsible for the coordination of the Economic Development department’s business promotion events and marketing, industrial policy lobbying, preparation work, risk management and information output. It is also responsible for developing the department’s digital skills and for producing development and support services.

The Travel and tourism unit is responsible for promoting the tourism and hospitality industry and for developing its operational environment in Helsinki, for tourist information and destination services and for promoting tourism products, innovations in the business, and knowledge-based management.

The Labour Force and Immigration unit is responsible for the tasks imposed by current legislation on local experiments for employment promotion, for developing and coordinating the City’s employment management, for attracting international experts, and for coordinating the City’s immigration affairs.

The unit includes three service entities focussing on individual client services, namely those of Skills and Career Guidance Services, Work Rehabilitation Services and Immigrant Employment Promotion Services.

The NewCo Helsinki New Enterprises unit is responsible for promoting new entrepreneurship, developing the entrepreneurial ecosystem, and supporting growing businesses and their international orientation.

The teams of the unit are Enterprise Information and Growth Enterprises.

The Enterprise Services unit is responsible for promoting the City’s enterprise-friendliness and strengthening the corporate client relations and the operational preconditions for the businesses.

The most important ones include the NewCo Helsinki sites, and the Testbed Helsinki site that focusses on experiments. The Helsinki for Companies website provides information issued by the City of Helsinki on permits and instructions, labour force, business counselling and the tourist and hospitality industry. NewCo Helsinki promotes entrepreneur-friendliness and start-up business in Helsinki. To new businesses or those having operated for five years or less, the site provides extensive basic information as well as support measures and operating models for successful business enterprise. The Testbed Helsinki website presents a variety of Helsinki-City-provided opportunities for development and experiments with new products and services. The site has been designed especially for entrepreneurs and businesses and for actors in research, development and innovation. Please find the site here.
