HKL is a municipal enterprise and part of the City of Helsinki. The operations of HKL are controlled by its Board of Governors. HKL is headed by Managing Director Ville Lehmuskoski.

HKL Traffic Operations is responsible for high-quality and safe metro and tram traffic as well as supporting traffic control and monitoring operations. The unit is headed by Arttu Kuukankorpi. The transport operations are ordered by Helsinki Region Transport (HSL).

HKL Maintenance is responsible for the maintenance and servicing of HKL's metro and tram fleet, tracks and stops, stations and other facilities. The unit is headed by Toni Jurva.

HKL Infra and Rolling Stock is responsible for managing the investments and lifecycles of HKL's infra and rolling stock assets. The unit is headed by Artturi Lähdetie.

HKL Strategy and Development maintains an overall view of HKL's operations, ensures the achievement of HKL's long-term objectives and is responsible for HKL's communications. The unit is headed by Karoliina Rajakallio.

HKL Corporate Services serves the entire HKL organisation. The unit provides services relating to administration, finance, procurements, personnel, safety and information technology. The unit is headed by Petri Lumijärvi.

Suomenlinnan Liikenne Oy (SLL) operates the ferry traffic between Helsinki and the marine city district of Suomenlinna. The Suomenlinna ferries are part of the city traffic in Helsinki and they operate all year round. Suomenlinnan Liikenne is a subsidiary of HKL.
