The City of Helsinki HKL public enterprise is part of the city, acting as a municipal enterprise. HKL’s Board of Governors makes decisions concerning the matters under its responsibility (up until 31 December 2008, Public Transport Committee). Matters handled by the board are prepared by HKL.
After they have been approved by the board of governors, plans and projects with social significance will be handled by the City Board and then approved by the City Council. These projects include the renovation projects for metro stations, for example.
HKL is in charge of operating tram and metro traffic and maintaining public transport infrastructure, i.e. tracks, stations and depots. The traffic planning and contractor operations as well as passenger communications are managed by the Helsinki Region Transport Authority (HSL).
